As part of the European Commission’s efforts to improve communication with local and regional contracting authorities on the provision of information on European Union (EU) public procurement law, policies and instruments, an online survey is underway and will continue until 30 September 2019.

The PPA has launched a procedure in the national electronic platform of CAIS EOP

The Public Procurement Agency (PPA) has announced a procurement procedure in the Central Automated Electronic Procurement Information System (CAIS EOP). The contract is the subject of “Development and delivery of advertising materials to ensure awareness and publicity under the project” Methodological support for the development of “green” public procurement in Bulgaria.

The public procurement in the new platform allows for a test use of the system’s functionality and a practical check of the realized capabilities. Any registered business entity that is willing can add the order to their account and submit an offer to participate.

Clarifications and information on the progress of the procedure will be periodically announced on the Public Procurement Portal (POP) in the section “CAIS – Up-to-date” – “Buyer’s profile” CAIS EOP “- test procedures”.

As of November 1, 2019, the use of the Centralized Automated Electronic Procurement Information System becomes mandatory for all interested parties involved in the procurement process.

One of the largest sectoral contracting entities in Bulgaria – Kozloduy NPP EAD, announced a real procedure in the Public Procurement Register and at the same time – a test in the Centralized Automated Electronic Procurement Information System (CAIS EOP).

Kozloduy NPP EAD has started simultaneously the procedure in the existing Public Procurement Register and in the new e-procurement platform CAIS EOP. One of the largest sectoral contracting entities in Bulgaria – Kozloduy NPP EAD, announced a real procedure in the Public Procurement Register (ROP) and at the same time – a test in the Centralized Automated Electronic Procurement Information System (CAIS EOP). The subject of the contract is “Delivery of air coolers and air heaters in two separate positions: Lot No 1 – Air coolers for fans; Lot 2 – Fan heaters’.

The procedure announced in the CAIS EOP is of a test nature. All business entities wishing to participate in it should bear in mind that the tenders submitted are not valid and will not lead to the conclusion of a contract.

The PPA plans training for contracting entities representing medical establishments to work with CAIS EOP

On July 25, 2019 in Sofia, the Public Procurement Agency will conduct a one-day free training of 100 representatives of contracting authorities in the field of Health to work with the Centralized Automated Electronic Procurement Information System (CAIS EOP).

It is envisaged during the training that participants will become familiar with the functionality of the system, use the opportunity for early registration and defining roles in the organization and for preparing templates and documents.

The medical establishments will receive an e-mail application for registration in the training. The link provided will contain more detailed logistical information about the program and the venue.

The training is implemented in fulfillment of a contract for the development, implementation and maintenance of the single national electronic web-based e-procurement platform. Lecturers will be representatives of the system developer – Consortium “EOP Bulgaria”.

The PAO presented the new CAIS EOP e-procurement platform at a meeting of the Regional Development Council and the South-West Regional Coordination Committee.

On June 27, 2019 (Thursday), an expert from the Public Procurement Agency (PPA) participated as a speaker at a meeting of the Regional Development Council and the South-West Regional Coordination Committee. The event was held in Sandanski.

During the meeting, a PPA expert presented to the members of the Council the Centralized Electronic Electronic Procurement System (CAIS EOP).

The forum participants were introduced to some of the main functionalities of the system, the ability to register and announce test procurement before 1 november 2019. The opportunity to directly access the system from the Public Procurement Portal (POP) was also presented. The leading role of PPAs in assisting contracting entities, businesses and stakeholders was highlighted through the provided national telephone line and the CAIS EOP Consumer Service Center, as well as through the sections “CAIS EOP – Frequently Asked Questions” and “CAIS EOP – News”. By Order No. RD-56 of June 28, 2019, the Executive Director of the Public Procurement Agency approved a new model of “Information for a business entity for which the circumstances under Art. 54, para. 1, item. 5, “A” and Art. 55, para. 1, item 4 of the Public Procurement Act.

New trainings for work with CAIS EOP

In mid-June 2019, three more free trainings were held to work with the Centralized Automated Electronic Public Procurement Information System (CAIS EOP). Representatives of the bodies responsible for the ex-post control of public procurement, as well as the appeal bodies – the Commission for Protection of Competition and the Supreme Administrative Court – took part in them.

The trainings are carried out according to a contract concluded between the Public Procurement Agency (PPA) and the Consortium “EPP Bulgaria”, which is the developer of the system. Lecturers for the events are provided by the developer of the national platform. They have trained over 300 experts and judges.

Two more end-user trainings will be completed in the coming months.

Given the high public interest in the new platform and the successful format, the PPA envisages the organization of small group trainings for all stakeholders, which we will announce on the Public Procurement Portal.…
