The PPA, together with IPA, carries out distance trainings for the award of green public procurement

In June 2019, the Public Procurement Agency (PPA) launched a distance course on “Green Procurement”. The course is implemented by the project “Methodological Support for the Development of Green Public Procurement in Bulgaria”, implemented by the PAO, funded under the Bulgarian-Swiss Cooperation Program.

The distance learning was developed by the PPA and implemented with the support of the Institute of Public Administration (IPA), using the electronic training platform provided by them.

The content of the course is divided into five modules: an introductory section that includes content and objectives; a strategic module that looks at the nature and benefits of green public procurement, the strategic framework and the development of the PDO in Bulgaria; a legal module covering the main aspects of treaties and acts at international level, European legislation and national law; a practical module aimed at examining examples and good practices for the set criteria at the different stages of the procurement; and a module that constitutes a conclusion in the form of a test to determine the understanding and absorption of matter.

The PPA presented the results of the implementation of a project for the development of green public procurement in Bulgaria

On June 19, 2019, the final information event of the project “Methodological Support for the Development of Green Public Procurement in Bulgaria”, implemented by the Public Procurement Agency (PPA), funded by the Bulgarian-Swiss Cooperation Program, was held in Sofia.

The results of the project implementation were presented during the event. Key among these are: the study and forecasting of the potential of the national green procurement market, which resulted in the development of a Practical Tool for Green Public Procurement; Catalog of good Swiss practices in the field of sustainable public procurement has been issued; Eight trainings on Green Public Procurement were conducted. Time for registration and testing of business processes in the national electronic procurement platform

Dear users, two months after the Centralized Automated Electronic Procurement Information System (CAIS) has been made available for real registration and recognition by all interested parties in the procurement process, the Public Procurement Agency (PPA) takes the opportunity to inform you of the progress.

Since the platform was made public, 356 contracting entities and 163 businesses have registered in the platform.

Initial registration with the system requires the use of Qualified Electronic Signature (QES) and the allocation of roles within the organization. All end users need to designate one person (or persons) who is an Administrator. It should invite other users of the organization to register by sending an email to the email address they specify. After registration, access to the platform is exercised either by using a username and password or by QES.

The contracting authorities that are users of the existing Public Procurement Register shall also retain their account number in the new system.

The Public Procurement Agency conducted eight trainings with the participation of experts from Switzerland on the topic of “Green Procurement. Good practices from Switzerland “

During the period 3-7 June 2019, the Public Procurement Agency (PPA), together with lecturers from Switzerland and representatives of the contractor, prepared the Practical Handbook for Green Procurement and carried out eight trainings on the topic of Green Procurement. Good practices from Switzerland. “

The trainings target all stakeholders in the procurement process and involve representatives of eight target groups, including the central administration (ministries and agencies); managing authorities of operational programs in Bulgaria and central purchasing bodies; public law organizations; contractors from the local administration from North and South Bulgaria; economic operators and PPOs.

Training on working with the national e-Procurement platform is ongoing

In the period April 16-18, 2019, three trainings were held to work with the Centralized Automated Electronic Public Procurement Information System (CAIS EOP), aimed at business entities nominated by branch organizations. They include members of the Bulgarian Construction Chamber, the Bulgarian Chamber of Commerce and Industry and the Bulgarian Chamber of Commerce.

The trainings are free of charge and are carried out according to a contract concluded between the Public Procurement Agency and the Consortium “EOP Bulgaria”, which is the developer of the system. Lecturers for the events are provided by the developer of the national platform.

The trainees are representatives of more than 300 businesses. After completing the training, the participants filled out an evaluation form – “Student Satisfaction Survey”. The Public Procurement Agency has successfully implemented a project under the Good Governance Operational Program

The Public Procurement Agency held a closing press conference regarding the successful implementation of the project “Review and Evaluation of the Public Procurement System in Bulgaria”.

The purpose of this project is to provide an external, impartial assessment of the current state and overall functioning of the national public procurement system after the entry into force of the new legislation.

The project was implemented with the assistance of the International Bank for Reconstruction and Development, part of the World Bank Group, and with the financial support of the Good Governance Operational Program.

As a result of the implementation of the project activities, a functional review of the Public Procurement Agency, an analysis of market data in this area for the period 2013-2017, an overview of the mechanisms for monitoring, control and appeal, as well as the overall functioning of the system, were made of public procurement. The summary results are included in the final report. It praised the progress made, outlined the challenges and made important and useful recommendations related to the future development of the system.
