Public Procurement Agency with project under OP “Good Governance 2014-2020

The Public Procurement Agency made a public presentation of the project “Review and Evaluation of the Public Procurement System in Bulgaria”, which it has been working on for several months. It is implemented with the financial support of the Operational Program Good Governance. As a result of the project, it is expected that an up-to-date evaluation of the national public procurement system will be made after a comprehensive review is carried out.

The press conference was attended by Project Manager Miglena Pavlova, Executive Director of the Public Procurement Agency, and Knut Leipold, Chief Procurement Specialist at the International Bank for Reconstruction and Development and head of a team of independent external consultants who will evaluate the work performed.

“In pursuance of the adopted National Strategy for the Development of the Public Procurement Sector for the period 2014-2020, we have implemented a serious reform in different directions – an entirely new legal framework is already in force, in line with the latest EU directives. Practical tools for implementing the new legislation are provided. Significant progress has been made on publicity and transparency measures, centralized procurement, strengthening administrative capacity and increasing professionalism in the sector. Changes in management and control are also significant. As a result of the activities and measures implemented, the European Commission has identified as a General Pre-requisite 4 the Partnership Agreement, outlining the assistance from the European Structural and Investment Funds for the period 2014-2020, “Miglena Pavlova announced.

“Bulgaria has made significant progress in modernizing public procurement. This progress is due to the leadership role of the Public Procurement Agency, which is driving reform across the board. I would like to express our satisfaction to our team that we have the opportunity, through the recommendations we will make, to help your country improve the public procurement system even more significantly, ”said Knut Leipold.
