Advantages of the new electronic procurement model

  • E-procurement is a qualitatively new stage in the development of the public procurement system in Bulgaria. In this regard, we take the opportunity to introduce you to the benefits and benefits of the Centralized Electronic Procurement Information System (CAIS EOP). They are related to providing:
  • higher efficiency in spending public money;
  • ensuring publicity and transparency;
  • better monitoring of the public procurement market in the country;
  • monitoring of the procurement processes;
  • A single point of access to all available information related to specific
  • procedure;
  • shortening time limits;
  • reduction of administrative burden.

The first stage includes 16 basic modules, which are available for use by all interested parties at an electronic address – https://app.eop.bg/ .

To facilitate all entities in the preparation of the procurement documents of the Public Procurement Portal (POP), a hyperlink was published to complete the Single European Procurement Document – “CAIS EOP – OEDOP”. This module enables the use of this functionality of the system and in the award of contracts, which are announced in the current Public Procurement Register.

The National Platform will continue to evolve and enrich over time. By the end of 2020, the remaining 16 modules will be gradually and gradually made available to achieve electronics at all stages. These include ‘Needs Planning’, ‘Buyer’s Profile’, ‘Ex-post Control’, ‘Electronic Payment’, and more.

The new electronic system aims at efficiency and convenience for users on the one hand and maximum security of information on the other.

The CAIS EOP has high security in terms of bid security and sensitive information. The system does not allow the documents to be manipulated either by the contracting authorities or the participants. The applications for participation and tenders of the economic operators in the CACIOP are protected. They will only be encrypted in databases before their opening date expires.

The offers on the platform will be double-encrypted with unique keys generated by the system, which in turn will be encrypted with a unique key generated in the user’s internet browser. This key will only be known to the participant. It will technically be impossible to open an application or offer in the system without explicitly further action on the provision of the decryption key by the participant.

An important point in electronic procurement is that all documents in the legal system should be signed with Qualified Electronic Signature (QES). It is allowed to use QES provided by all Bulgarian suppliers, as well as by all European suppliers included in the so-called. Trusted list of the European Commission. Qualified time stamping will be provided by a service provider certified by the Communications Regulation Commission. This gives additional security to the users when performing certain actions.

Until November 1, 2019, the platform will allow the registration, familiarization and simulation of processes by all users.
