PPA Executive Director Introduces Centralized Automated Electronic Procurement Information System

On April 5, 2019, an Information Event on the project BG05SFOP001-1.003-0002-C01 “Development, implementation and maintenance of a unified national electronic web-based platform: Centralized Automated Electronic Public Procurement Information System (CAIS EOP) took place in Sofia. “Funded by the Good Governance Operational Program, co-financed by the European Union through the European Social Fund.

During the event, representatives of the Public Procurement Agency (PPA) and the contractor of the project “Consortium” EPP Bulgaria presented to the contracting authorities, the media and other stakeholders the progress in the development and implementation of the system.

“With the construction of the Centralized Automated Electronic Public Procurement Information System, we will create a qualitatively new procurement environment that will positively affect the overall business climate in the country. It will help to better monitor public spending, achieve better accountability and streamline processes, “said Miglena Pavlova, Executive Director of the Public Procurement Agency.

The single national electronic web-based platform will consist of 32 modules, which will be built in two phases by the end of 2020. 16 modules from Phase 1 are already available to all contracting authorities, contractors and other end users. ” By November 1, 2019, the system will allow registration and familiarization with the developed business processes in order to ensure a smooth transition to electronic procurement, ”explained Anna Mitkova, Director of the Electronic Procurement and Monitoring Directorate at the PPA.

CAIS EOP does not allow the documents to be manipulated either by the contracting authorities or the participants. It is required that all documents that have legal force should be signed with a qualified electronic signature, said the representative of the developer of the consortium “EOP Bulgaria” Yanko Kostadinov.

In conclusion, it was pointed out that for the next 7-month period before November 1, 2019, the system will allow registration, simulation of processes and will allow all users to familiarize themselves with the developed modules in advance, in order to smoothly transition to the new way on work. Prospective users may receive expert technical assistance from an End-User Service Center that is already operational. Electronic Guides for contracting authorities and businesses are also provided to assist consumers.
