Time for registration and testing of business processes in the national electronic procurement platform

Dear users, two months after the Centralized Automated Electronic Procurement Information System (CAIS) has been made available for real registration and recognition by all interested parties in the procurement process, the Public Procurement Agency (PPA) takes the opportunity to inform you of the progress.

Since the platform was made public, 356 contracting entities and 163 businesses have registered in the platform.

Initial registration with the system requires the use of Qualified Electronic Signature (QES) and the allocation of roles within the organization. All end users need to designate one person (or persons) who is an Administrator. It should invite other users of the organization to register by sending an email to the email address they specify. After registration, access to the platform is exercised either by using a username and password or by QES.

The contracting authorities that are users of the existing Public Procurement Register shall also retain their account number in the new system.

What is the benefit of early registration at the CAIS EOP:

  • Familiarity with the system’s functionality before 01 November 2019;
  • time for the distribution of roles in the organization of each contracting authority; and
  • business entity;
  • Training to work with the national electronic procurement platform
  • and use the information presented in both guides for
  • contracting entities and economic entities available in the CACI EOP;
  • preliminary preparation of the documents in the new order;
  • Successful launch of procurement procedures from 01
  • November 2019;
  • Opportunity to prepare offers.

If necessary, on the national hotline 0700 17 151, every working day from 09:00 to 17:30, the users of the platform can get competent.

Answer the technical questions asked by AOP experts. The assistance is provided by the CAIS EOP Customer Service Center. During the two-month period, the Center received 420 inquiries and the number of outgoing calls to contracting authorities for the purpose of registration was 1 396.

To facilitate the work with the national platform of the Public Procurement Portal, a section “CAIS EOP – Frequently Asked Questions” was published. It can find answers to 67 queries received, broken down by topic area. The section is dynamic and is constantly updated.

A series of end-user trainings has been launched since early 2019. So far, 7 trainings have been conducted for more than 700 users. Among the trained are representatives of contracting authorities (public and sectoral) and economic entities represented by branch organizations.

In order to ensure a smooth transition from the current ROP to the new system, we invite all end users to register before 01 November 2019.
