The use of CAIS EOP will be phased in by client groups

The National Assembly today adopted an amendment to the Public Procurement Act.

The changes are related to the obligation to use the Centralized Automated Electronic Procurement Information System (CAIS EAP). It will be implemented according to the Schedule adopted by January 15, 2020 by a Decree of the Council of Ministers (Council of Ministers).

The timetable will specify the specific dates from which individual contracting groups are required to use the national e-procurement platform.

This change aims at minimizing the risks and ensuring a smooth transition to a fully electronic award process. The phased introduction of the CAIS EOP enables a relatively small number of contracting entities to use it on a pilot basis, and the elimination of any errors found will make it easier for other contracting authorities to apply. Notwithstanding the fact that two types of procurement will be implemented in parallel in the country for some time, the approach chosen is expected to help improve the skills of using the platform by groups of contracting authorities and make the assistance provided more complete.

User registration in CAIS EOP

Dear users,

Please note that upon registration with the Centralized Electronic Procurement Information System (CAIS EOP), carefully choose the type of user. The system allows for three variants, with the default option ‘economic operator’. When the consumer is not a “business entity”, he should manually choose another option – “contracting entity” or “individual”.

Proper reference to the type of user guarantees fast and correct registration and enables follow-up to the national platform related to defining roles in the profile, as well as correct preparation of documents.

There are several specifics about registration:

  • In cases where a person is both a contracting authority and a business entity, registration is made once. The person should be registered as a contracting authority, and the system provides the functionality to participate in contracts in the role of economic operator.
  • Where a person has branches, they are registered in the same way as the headquarters. No matter who registers, who will create the first profile in the system (headquarters or branch).

Draft Law on Amendment and Supplementation of the Public Procurement Law was published for public discussion

As of today, a Draft Law on Amendments to the Public Procurement Law has been published on the Public Consultation Portal (PIC) and on the official website of the Ministry of Finance.

The proposed changes are related to the process of gradual introduction of the electronic procurement, as of November 1, 2019, which will be implemented through the Centralized Automated Electronic Procurement Information System.

The Law on Public Procurement has already made the relevant changes (promulgated, SG No. 86/2018), some of which are yet to come into force with the planned introduction of the platform. In the course of the preparation and development of its functionalities, envisaged for the introduction of the second stage, there is an additional need to refine some provisions of the law, in order to reflect the specifics of the electronic procurement process and to provide regulatory prerequisites for the use the platform. The PPA conducted trainings to work with the CAIS EOP for contracting authorities

During the summer months (July and August), the Public Procurement Agency (PPA) conducted two new one-day free trainings to work with In the summer months (July and August), the Public Procurement Agency (PPA) conducted two new one-day free trainings to work with The Centralized Electronic Procurement Information System (CAIS EOP). The focus groups of the trainings were representatives of the contracting authorities in the field of Health, the central administration, State Forestry and others.

The active participation of the PPA aims at acquiring as many participants in the procurement process as possible to become familiar with the functionality of the system, which becomes mandatory for use as of November 1, 2019. All participants in the training courses are reminded of the positive effect of early registration with the platform and defining roles within the organization, as well as the ability to prepare templates and documents.
