The Public Procurement Agency publishes standardized documents approved by the Minister of Finance and requirements for the award of public contracts for the engineering (design and construction) of sewage treatment plants

By Order No. ZMF-827, 4 September 2018, the Minister of Finance approved standardized documents and requirements for the award of public contracts for the engineering (design and construction) of wastewater treatment plants and plumbing networks.

As of 10 September 2018 contracting authorities are obliged to use the standardized forms when awarding public contracts for infrastructure projects in the Water sector, financed through national funds or under Operational Program “Environment 2014-2020”, Operational Program “Regions for Growth 2014-2020” and Operational Program “Rural Development Program 2014-2020”.

Support from the contracting authorities to implement the project

The Public Procurement Agency (PPA) is a beneficiary of the project “Methodological Support for the Development of Green Public Procurement in Bulgaria”, funded under Priority Axis 3 “Private Sector” of the Bulgarian-Swiss Cooperation Program

For the implementation of the project, the PPA conducted a public procurement with the subject:

“Researching and Forecasting the Potential of the National Green Public Procurement Market in Bulgaria and Preparing a Practical Aid for their Award”, won by PricewaterhouseCoopers Bulgaria EOOD (PwC Bulgaria).

The purpose of the project is to develop a practical toolkit containing examples of the use of environmentally friendly criteria, integrated in the selection criteria, in the technical specifications, as indicators in the complex evaluation of tenders and in the terms of the draft contract.

Technical consultations on the proposal for the introduction of new standard models for public procurement and concessions

The Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) of the European Commission has launched a second round of technical consultations on the proposal to introduce new standard models for public procurement and concessions.

The purpose of this consultation is to obtain feedback on eForms projects. The adoption of the new models is expected to significantly improve public procurement data in the European Union.

Draft Law on Amendment and Supplement to the Public Procurement Law was published for public consultation

The amendments proposed through the Law on Amendment and Supplementation of the Public Procurement Act is mainly aimed at:

• establishment of normative rules and conditions for the gradual introduction and implementation of an electronic procurement platform in the country;
